摘 要:基于2009—2019年京津冀13个城市的面板数据,构建超效率SBM模型对其生态效率进行测度,在此基础上借助无效率分解和系统广义矩估计方法探寻其生态效率内部增长潜力及外部影响因素。研究发现:⑴样本考察期内京津冀城市群生态效率整体一般,并且存在继续降低的趋势,有待进一步提升;⑵非期望产出冗余是阻碍生态效率进步的主要原因,通过节能减排来提高生态效率的潜力较大;⑶经济发展、产业结构、城市化、科技进步等要素对其生态效率存在不同方向和程度的影响。最后在分析研判的基础上给出京津冀城市群联合防治、节能减排和科技创新驱动的针对性策略建议。Based on the panel data of 13 cities in Beijing-Tianjin-Hebei region from 2009 to 2019,a super-efficiency SBM model is constructed to measure its ecological efficiency.On this basis,the internal growth potential and external influencing factors of its ecological efficiency are explored by means of inefficiency decomposition and system generalized moment estimation.The results show that:(1)during the sample period,the overall ecological efficiency of Beijing-Tianjin-Hebei region is generally average,and there is a trend to continue to decline,which needs to be further improved and stabilized;(2)the main reason for hindering the progress of ecological efficiency is unexpected output redundancy,and there is a great potential to improve the ecological efficiency through energy conservation and emission reduction;(3)economic development,industrial structure,urbanization,scientific and technological progress and other factors have different directions and degrees of influence on its ecological efficiency.Finally,on the basis of analysis,research and judgement,the paper gives specific strategies and suggestions for joint prevention and control,energy conservation and emission reduction and technological innovation of Beijing-Tianjin-Hebei region.
