生态文明视域下环境监管体系的审视与构建研究——以川东北B市为例

摘　　要：环境监管制度是对市场运行主体进行有效监督管理重要制度,随着我国社会经济的快速发展,原有的环境保护制度已经逐渐显现一些弊端。介于此,我国进行了环境保护制度的深度改革,市场准入门槛放低,大量市场主体涌入,给原有的环境保护制度带来了巨大冲击,迫切需要在信息资源共享的基础之上建立科学的环境监管体系。B市建立了环境保护监督网络系统,虽然取得了一定的成效,但也存在环境保护监督信息平台落后、资源分散、监管手段落后等诸多问题。政府部门应当通过构建环境保护信用年报分类制度、随机抽验监督检查制度来进一步细化现有的环境监管模式;加快环境监管数据分析系统建设,提高环境监管效率,降低成本;完善奖惩机制,加大处罚力度;借助环境监管信息集中化和信用责任法定化,为培育环境保护信用市场体系打下坚实基础。The environmental supervision system is an important system for effective supervision and management of market operation subjects.With the rapid development of China's social economy,the original environmental protection system has gradually appeared some drawbacks.In view of this,China has carried out an in-depth reform of the environmental protection system,lowered the threshold for market access and a large number of market players flooded in,which brought a huge impact on the original environmental protection system.Therefore,it is urgent to establish a scientific environmental supervision system based on the sharing of information resources.B city has established an environmental protection supervision network system.Although certain achievements have been made,there are still many problems such as backward environmental protection supervision information platform,decentralized resources and backward supervision methods.The government departments should further refine the existing environmental supervision mode by constructing the classification system of environmental protection credit annual report and random sampling supervision and inspection system.Accelerate the construction of data analysis system of environmental supervision,improve the efficiency of environmental supervision and reduce the cost;Improve the mechanism of reward and punishment,increase the intensity of punishment;With the help of the centralization of environmental supervision information and the legalization of credit responsibility,it lays a solid foundation for the cultivation of environmental protection credit market system.
