基于电子客票的高铁反逃票措施研究

摘　　要：电子客票实施后,高铁售票、乘车等流程发生了较大变化,极大地方便了旅客购票出行,逃票方式也变得更加隐蔽。通过对高铁逃票行为特征、遏制高铁逃票的现有措施、逃票者躲避查验的主要方式、逃票的查处依据及效果进行分析,结合高铁逃票得不到根本遏制的原因分析,从加大逃票成功的难度、加大逃票的成本、加强行为规范3个方面构建遏制高铁逃票行为的综合治理体系,提出具有针对性的技术、管理和法律措施,遏制高铁逃票行为,减少铁路运输企业的损失,维护正常的旅客运输秩序,积极引导社会规范。After the implementation of e-ticket,the working procedure of passenger transport of high speed railway,such as ticketing and checking in,has undergone a great change,which greatly facilitates passengers'travelling.Meanwhile,ride stealing methods have also become more covert.This paper analyzes the effect and inadequacy of the investigation and punishment of high speed railway ride stealing,the main ways for ride stealers to avoid inspection and the main forms of ride stealing,the investigating basis and effect,as well as the reasons why the ride stealing cannot be fundamentally contained.From the three aspects of enhancing the difficulty of ride stealing,the cost of ride stealing and the awareness of behavior norms,this paper puts forward targeted technical,administrative and legal measures to contain the behavior of high speed railway ride stealing,so as to reduce the loss of railway transport enterprises,maintain the normal order of passenger transport,and promote the positive social norms.
