摘　　要：随着中国中车股份有限公司践行“一带一路”倡议,我国轨道交通车辆逐步进入欧盟市场,供应链也随之进入欧盟市场。欧盟作为全球轨道交通的高端市场和发源地,其各种强制认证和法规要求已经成为我国轨道交通车辆零部件进入欧盟市场的瓶颈。介绍CE认证的指令类别、流程和适用国家,分析RoHS指令环保要求、管控范围、技术文档、体系管理和监管执法方式,并对比了欧盟和我国有害物质管控的差别,对CE认证下RoHS指令的符合性要求进行探讨,为后续我国轨道交通车辆零部件产品进入欧盟市场提供解决方案。With the pursuing of the“Belt and Road”Initiative by CRRC Corporation Limited,Chinese rail transit vehicles have gradually entered the European market,so has the supply chain subsequently.Europe is the high-end market and origin of global rail transit,whose various mandatory certifications and regulatory requirements have become the bottleneck for Chinese rail transit vehicle parts and components to enter its market.This paper introduces the instruction category,process and applicable countries of CE compulsory certification,analyzes the environmental protection requirements,control scope,technical documents,system management and supervision enforcement methods of RoHS,compares the differences of RoHS between Europe and China,and discusses the compliance requirements for RoHS instruction under CE certification,which may provide solutions for the subsequent entry of Chinese rail transit vehicle parts and components into the European market.
