摘　　要：公益类科研院所是我国科技创新体系中的重要成员,在我国创新驱动发展战略的实施过程中承担着极其重要的创新任务。因此,积极探索适合公益类科研院所的新型科研创新模式具有重要的实际意义。文章分析了公益类科研院所面临的科研创新困境的缘由及表象,围绕院所既有的业务基础,基于协同视角提出适用于公益类科研院所的科研创新模式,包括涵盖创新团队、创新思想和创新合作3个方面的科研创新路径及具体实施策略。Public welfare scientific research institutes are important members of China’s sci-tech innovation system,and undertake extremely important innovation tasks in the implementation of China’s innovation-driven development strategy.Therefore,it is of great practical significance to actively explore new scientific research innovation mode suitable for public welfare research institutes.This paper analyzes the causes and appearance of the dilemma of scientific research innovation faced by the public welfare research institutes.Based on the existing business foundation of the institutes,the paper puts forward the scientific research innovation mode suitable for the public welfare research institutes from the perspective of cooperation,including the scientific research innovation paths and concrete implementation strategies covering three aspects of innovation team,innovation thought and innovation cooperation.
