摘　　要：西部地区传统的自然资源、劳动力成本等要素优势对产业转移吸引力出现边际递减,产业转移吸引力不足、产业承接支撑力较差的问题逐渐凸显,科技创新是产业转移的前提和原动力,吸引产业转移的政策设计更多应该围绕科技创新能力展开。通过长三角、珠三角和已转入内蒙古的120家企业问卷调查,建立产业转移指标测量体系,从科技创新视角出发,研究地区科技创新能力对产业转移的吸引效应,结果表明:企业整体转出意愿偏低,转出企业更倾向于转入中部地区;企业对转入地科技创新能力越来越关注,科技创新能力已经成为吸引产业转移的关键因素;科技创新能力是影响营商环境质量的关键因素,而营商环境是企业投资最为看重的因素;知识产权保护能够激发企业创新能力,保护企业核心利益,吸引外商投资。根据上述研究结论,提出增强内蒙古产业转移吸引力的对策建议,为正在发生的产业转移实践提供一定支持。Traditional natural resources,labor costs and other factors in the western region have a marginal decline in attraction to industrial transfer,and the problems of insufficient industrial transfer attractiveness and poor industrial undertaking support have gradually become prominent.Scientific and technological innovation is the premise and motive force of industrial transfer.The policy design to attract industrial transfer should focus more on the ability of scientific and technological innovation.Through the questionnaire survey of 120 enterprises in the Yangtze River Delta,Pearl River Delta and Inner Mongolia,the index measurement system of industrial transfer is established.From the perspective of scientific and technological innovation,the attraction effect of regional scientific and technological innovation ability on industrial transfer is studied.The results show that the overall willingness of enterprises to transfer is low,and the exporting enterprises are more inclined to transfer to the central region.Enterprises pay more and more attention to the technological innovation ability of the transferred places,which has become the key factor to attract industrial transfer.Scientific and technological innovation ability is the key factor affecting the quality of business environment,and business environment is the most important factor for enterprises to invest.Intellectual property protection can stimulate the innovation ability of enterprises,protect the core interests of enterprises and attract foreign investment.According to the above research conclusions,countermeasures and suggestions are put forward to enhance the attractiveness of industrial transfer in Inner Mongolia,providing certain support for the ongoing industrial transfer practice.
