摘 要:我国远洋渔业的发展方兴未艾,其中远洋渔业的技术水平是决定性因素,远洋渔业技术溢出是提高远洋渔业技术水平的一条重要途径。本文用DEA-Malmquist指数模型测度出远洋渔业技术进步水平,基于2003—2018年七个远洋渔业省份面板数据,以远洋捕捞产量为因变量,用动态空间杜宾模型(SDM)实证分析技术进步率、纯技术效率和规模效率的直接效应和间接效应。由于"诸侯经济"效应和市场失灵,技术进步率和纯技术效率没有产生显著的空间溢出效应;由于示范效应和邻里效应,规模效率产生显著的空间溢出效应。政策建议,积极发挥远洋渔业协会的沟通交流作用等等。The development of China’s pelagic fishery is in the ascendant,among which the technical level of pelagic fishery is the decisive factor,and the technology spillover of pelagic fishery is an important way to improve the technical level of pelagic fishery.In this paper,DEA-Malmquist index model is used to measure the technical progress level of pelagic fishery,based on the panel data of seven pelagic fishery provinces from 2003 to 2018 year,taking the pelagic fishing yield as the dependent variable,the direct and indirect effects of technical progress rate and pure technical efficiency and scale efficiency are empirically analyzed with dynamic spatial durbin model(SDM).Due to the"vassal economy"effect and market failure,the technical progress rate and pure technical efficiency do not produce significant spatial spillover effect;due to"demonstration effect"and"neighborhood effect",scale efficiency has significant spatial spillover effect.Policy recommendations,actively play the role of communication and exchange of The China Overseas Fisheries Association and so on.
