基于城市基层社会治理视角的物业管理行业改革研究

摘　　要：随着城镇化的快速发展,人们对于高品质生活的向往与追求更加强烈,这也对物业管理行业的专业化发展和基层社会治理体系的完善提出了更高的要求。基于城市基层社会治理视角,发现物业管理行业存在的突出问题有行业定位不明确,物业服务与政府公共服务的界限模糊不清,行业从业人员应对突发公共卫生事件的专业能力不足,物业服务企业未被纳入城市基层社会治理体系保障范围内,行业法规尚待完善等。为完善城市基层社会治理体系,建议从明确行业定位、厘清服务边界和提升从业人员应对突发公共卫生事件的专业能力等方面,加快推进物业管理行业的改革。With the rapid development of urbanization,people′s yearning for and pursuit of high-quality life is more intense,which also puts forward higher requirements for the professional development of the property management industry and the improvement of grassroots social governance system.From the perspective of urban grassroots social governance,the prominent problems in the property management industry were identified as unclear industry positioning,blurred boundaries between property services and government public services,inadequate professional ability of industry practitioners to respond to public health emergencies,and property service companies have not been included in the guarantee scope of the city′s grassroots social governance system,and industry regulations have yet to be improved.It provides decision-making references for improving the construction of grassroots social governance system and promoting the sustainable development of the property management industry from the aspects of clarifying the industry positioning,clarifying the boundaries and enhancing the professional capabilities of industry personnel to deal with public health emergencies.
