摘　　要：为了应对多种不确定性风险对垃圾焚烧发电PPP项目经济效益的影响,需要设计科学、合理的PPP项目特许经营价格调整机制,以提升垃圾焚烧发电PPP项目实施绩效、促进其可持续健康发展。结合相关文献,识别了垃圾焚烧发电PPP项目特许经营价格调整影响因素,利用系统动力学和净现值理论构建了垃圾焚烧发电PPP项目特许经营价格调整模型,设计了风险与灾变条件下特许经营价格调整机制。研究结果有利于理解垃圾焚烧发电PPP项目特许经营价格调整机制,可为公私部门制定特许经营权协议提供参考。In order to cope with the impact of a variety of uncertain risks on economic benefits of waste-to-energy incineration PPP projects,it is necessary to design a scientific and reasonable adjustment mechanism for franchise price of waste-to-energy incineration PPP projects,to improve the performance of waste-to-energy incineration PPP projects and promote their sustainable and healthy development.Combined with relevant literature,factors affecting the franchise price of waste-to-energy incineration PPP projects were identified.Then,an adjustment model for franchise price of waste-to-energy incineration PPP projects was established by using theories of system dynamic(SD)and net present value(NPV).In addition,an adjustment mechanism for franchise price under the conditions of risks and disasters was developed.Our findings can help understand the adjustment mechanism for franchise price of waste-toenergy incineration PPP projects and offer a reference for the public and private sectors to formulate concession agreements.
