牦牛雪灾天气指数保险支付意愿研究——以青海省玉树州为例

摘　　要：深入理解农户的农业保险需求、偏好及支付意愿对推动农业保险高质量发展有重要意义。基于条件价值法,利用青海省玉树州5个县市的问卷调查数据,使用双边界二分式模型,估计当地牧民对牦牛雪灾天气指数保险的支付意愿,探讨支付意愿的影响因素。结果表明,当地牧民对该指数保险的平均支付意愿为每头牛17.26元。以年龄和家庭规模等家户特征表征的风险偏好对支付意愿有显著影响,家庭纯收入越高,对指数保险接受程度越高,认为畜牧业保险越重要和有赔付经历的牧民均拥有更高的支付意愿。当年雪灾损失情况对支付意愿有正向影响,但不显著。保温棚圈保有情况和饲草料储备等风险防范措施与保险之间表现为替代性关系。因此,提出加快推进雪灾天气指数保险试点;加大对指数保险宣传教育;实施差异化补贴水平挂钩差异化保额等建议。In-depth understanding of farmers’demand,preference and willingness-to-pay is of great significance to promote the high-quality development of agricultural insurance.Based on the questionnaire survey data of five counties and cities in Yushu Tibetan Autonomous Prefecture,Qinghai obtained by contingent valuation method as an example,and applying the double-bounded-dichotomous-choice model,this paper estimated farmers’willingness-to-pay for yak snow disaster weather index insurance and discussed the influencing factors.Results show that the average willingness-to-pay for the index insurance is 17.26 yuan per yak.The risk preferences,characterized by household characteristics such as age and family size,have significant impacts on the willingness-to-pay.The family net income,the acceptance of index insurance,the importance of livestock insurance and past indemnity experience all have positive impacts on the willingness-to-pay.Livestock losses during the last snow disaster have a positive but insignificant impact on the willingness-to-pay.In addition,there is an alternative relationship between the index insurance and the risk prevention measures such as the preservation of livestock sheds and feed reserves.Therefore,this paper suggests:1)speeding up the pilot project of snow disaster weather index insurance;2)strengthening the publicity and education on index insurance;and 3)implementing different subsidy levels linked to different insurance amounts.
