校外青少年吸毒行为社会治理研究--基于云南省的调查

摘　　要：部分校外青少年在规范缺失、社会控制减弱的失序状态中因流动频繁,自我防控意识及能力弱,再加上同伴影响,家庭教育缺位或错位,以及向上流动渠道受阻后帮扶与救助的社会治理体系的缺乏而导致吸毒。有效治理校外青少年吸毒行为,要突破公安部门和医疗机构的“客观化”视角和行为干预模式,建立诉求表达与权益保障机制,加强心理救助;建立信息跟踪机制,加强网络化治理;创新同伴教育方式;推动社区戒毒有效开展以及构建传统权威机制,促进治理本土化。In the disordered state of lack of norms and weakening social control,out-of-school teenagers take drugs because of frequent mobility,weak awareness and ability of self-prevention and control,coupled with peer influence,absence or dislocation of family edu-cation,and the lack of social governance systemof assistance after the upward mobility channel is blocked.In order to effectively control the drug abuse behavior of out-of-school teenagers,it is necessary to break through the“objective”perspective and behavior intervention model of public security departments and medical institutions,establish a mechanism for the expression of demands and protection of rights and interests,strengthen psychological assistance,and establish an information tracking mechanism.strengthen network govern-ance;besides,we should innovate peer education methods and promote the effective development of community detoxification and the construction of traditional authority mechanisms to promote the localization of governance.
