摘 要:面向日益复杂化、多样化的战略性新兴产业创新服务需求,从科技创新服务平台视角探索创新服务需求与供给匹配决策方法,对于提高服务平台运行效率,支撑新兴产业创新发展具有重要意义。分析科技创新服务平台供需匹配的特征与流程,选取平台双边匹配满意度评价指标,设计基于多粒度语言和区间数的满意度评价方法,构建基于双边满意度最大化的平台供需匹配多目标决策模型,并运用遗传算法给出求解策略。以石墨烯创新服务平台为例,对平台供需匹配决策方法进行验证,并提出有关对策建议,为提高大数据环境下科技创新服务平台的供需匹配效率和精准度以及集成服务能力提供了方法指导和有效参考。Facing the increasingly complex and diversified innovation service demands of strategic emerging industries,exploring a decision-making method for innovation service demand and supply matching from the perspective of science and technology innovation service platform,is of great practical significance to improve the operating efficiency of service platform and support the innovative development of strategic emerging industries.On the basis of analyzing the characteristics and process of supply and demand matching decision of science and technology innovation service platform,the bilateral matching satisfaction degree evaluation indexes of service platform are selected,while the satisfaction degree evaluation method based on multi-granularity language and interval number is designed,and then the multi-objective decision model of platform supply and demand matching based on bilateral satisfaction degree maximization is established,further the solution strategy is given using genetic algorithm.Taking the graphene innovation service platform for example,the platform innovation service matching decision method is verified,and then the relevant countermeasures and suggestions are put forward,which provides the method guidance and effective decision reference for improving the supply and demand matching efficiency and accuracy as well as the integration service ability of innovation service platform in a big data environment.
