摘　　要：中国石油天然气集团有限公司、中国石油化工集团有限公司、中国海洋石油集团有限公司这三大石油公司是中国LNG(液化天然气)市场主力军,在经过多年发展后各自形成了上下游一体的LNG业务链,但也面临诸多挑战。为进一步推进LNG业务高质量发展,在分析三大石油公司LNG主要业务发展现状及“双碳”目标带来的影响的基础上,指出石油公司LNG业务发展面临市场竞争日趋激烈、减排压力增大、LNG应用成本较高、LNG供应稳定性和安全性仍存在诸多风险等几方面挑战,提出坚持低成本战略、推进技术创新、加快LNG行业低碳转型、促进市场公平竞争和能源有序替代、创新商业模式以增强产业链稳定性和抗风险能力等建议。The three major oil companies of China National Petroleum Corporation(CNPC),China Petroleum&Chemical Corporation(SINOPEC)and China National Offshore Oil Corporation(CNOOC)are the main forces in China's LNG(liquefied natural gas)market.After years of development,each of them has formed an integrated upstream and downstream LNG business chain,but they also face many challenges.In order to further promote the high-quality development of LNG business,this paper first analyzes the development status of their main LNG business and the impact of the"carbon peak and carbon neutrality"goals.On this basis,it is pointed out that the development of their LNG business is facing many challenges,such as the increasingly fierce market competition,the increasing pressure to reduce emissions,the high cost of LNG application,and the risks in the stability and safety of LNG supply.In this sense,this paper puts forward suggestions such as adhering to the low-cost strategy,promoting technological innovation,accelerating the low-carbon transformation of LNG industry,promoting fair market competition and orderly energy substitution,and innovating business models to enhance the stability and anti-risk ability of the industrial chain.
