储气库与油田开发协同建设经济评价模型及经济性研究

摘　　要：储气库与油田开发协同建设(简称协同建设)作为一种新的建设模式,其经济性受到投资决策者的关注。为科学论证协同建设项目的经济效益,需要建立适合协同建设项目生产运营特点的经济评价模型。从油气生产企业产、储、销业务链角度,分析了协同建设的运营管理和商务模式,认为协同建设是储气库和油田开发两个运营主体合作建设和运营的模式。在分析天然气储存调峰和原油生产销售业务生产运营特点的基础上,构建了协同建设项目的经济评价模型,并以某协同建设项目为例,分析了协同建设项目的投资、成本和效益指标,得出结论:协同建设的投资水平较常规独立建设储气库和油田注气开发项目均有所降低,其中储气库项目操作成本水平与常规气藏储气库基本相当,油田注气开发操作成本得到了大幅下降;协同建设的总体项目税后财务内部收益率高于行业基准收益率,与常规的油田注气开发项目相比,协同建设项目效益良好。As a new construction mode,the collaborative construction of gas storage and oilfield development(referred to as collaborative construction)has attracted the attention of investment decision makers for its economy.In order to scientifically demonstrate the economic benefits of projects under collaborative construction,it is necessary to establish an economic evaluation model suitable for the production and operation characteristics of these projects.From the perspective of production,storage and sales chain of oil and gas production enterprises,this paper analyzes the operation management and business mode for project under collaborative construction,and holds that collaborative construction is just the model for cooperative construction and operation of gas storage and oilfield development.Based on the analysis of the production and operation characteristics of natural gas storage and peak-shaving as well as crude oil production and sales,this paper constructs the economic evaluation model for the project under collaborative construction,and takes a project under the collaborative construction as an example to analyze its investment,cost and benefit indicators.In this sense,it is concluded that the investment level of the project under collaborative construction is lower than that of conventional gas storage and oilfield gas injection development projects under independent construction.The operating cost of the gas storage project is basically the same as that of the conventional gas reservoir project,but the operating cost of oilfield gas injection development is demonstrated to have been greatly reduced.The after-tax financial IRR of the overall project under collaborative construction is higher than the industry benchmark rate of return.Therefore,compared with conventional oilfield gas injection development projects,the project under collaborative construction is of good benefit.
