民族杂居地区乡村文化振兴与社会治理的耦合逻辑——基于文化资本视角的分析

摘　　要：民族杂居地区社会治理兼具乡村治理和民族事务治理的双重属性。推进乡村文化振兴和社会治理需要将村民组织起来再造乡村集体,激发村民的内生动力。以青海民和杏儿藏族乡为例,从文化资本视域展示一个藏土汉三种语言交汇、藏汉信仰交融、半游牧与农业等多元文化共存、多民族共居的民族杂居社区是如何通过深度挖掘、整理和传承优秀的民族文化资源并进行有效融合建构出一个乡村文化振兴与社会治理的耦合文化单元的内在逻辑。针对当地村民社会治理参与度低、地方政府对优秀传统民族文化资源缺乏深刻认识等问题,提出将文化资本有效转化为经济社会发展动能的有效途径。Social governance in multi-ethnic areas is of dual properties of rural governance and ethnic affairs governance.To promote cultural revitalization and social governance in these areas requires mobilizing villagers to rebuild the rural collective community,and stimulating their internal dynamic mechanism.Xing’er Tibetan Ethnic Township in Minhe County of Qinghai Province is a multi-ethnic region that features a mixture of Tibetan,Tu and Han Chinese languages,and a diversified culture of semi-nomadic and agricultural elements.Taking this township as an example,this paper discusses,from the perspective of cultural capital,how to effectively dig deep into,arrange,inherit and integrate the advantageous local cultural resources to build a cultural coupling unit and an intrinsic logic for rural cultural revitalization and social governance.Meanwhile,targeted at the low involvement of villagers in governance and the local governments’lack of insight into the brilliant local traditional cultures,the paper puts forward corresponding solutions to effectively convert the cultural capital required for rural governance into the impetus to social and economic growth.
