摘　　要：党内政治文化是坚持把党的政治建设摆在首位的基础力量,发展积极健康的党内政治文化也是建立“不忘初心、牢记使命”制度的重要着力点。探究党内政治文化的本质规定性及其结构层次,是充分认识党内政治文化、从理论上厘清党内政治文化与其他事物间关系的逻辑前提,也凸显出党内政治文化的本质内涵以及它所具有的社会功能,以此明晰党内政治文化建设的着力点。从理论与现实两个维度对党内政治文化结构层次进行分析,发现党内政治文化呈现“政治价值观—党内制度规范—行为作风”的圈层结构,其从结构到功能的表现形式上同构了党内政治文化的本质内容和主体框架,明确了发展积极健康党内政治文化的重要指向:坚持“以人民为中心”的政治价值观、推动党内政治文化与党内法规制度同频共振、促进党内政治文化社会化。Inner-Party political culture is the basis for the primary status of the Party’s political construction,the rigorous development of it also being the focal point of the system of never forgetting the original aspirations and always remembering the founding mission.To explore the nature and structure of inner-Party political culture is the logical premise to fully understand the inner-Party political culture and clarify the relationship between the inner-Party political culture and other issues in theory.It also highlights the essence of the inner-Party political culture and its social functions,so as to clarify the focus of the construction of inner-Party political culture.An analysis of the structural layers of the inner-Party political culture from theory and reality perspectives sheds light on the circular structure of the inner-Party political culture of“political values,inner-Party system norms and behavior style”,which co-structures the essential nature and main framework as demonstrated both structurally and functionally,a clear indication of the political value outlook of“people center”,a facilitation of the coordination of inner-Party political culture and inner-Party regulations and disciplines,an improvement of the socialization of inner-Party political culture.
