营业线施工条件下提高铁路运输效率对策探讨

摘　　要：铁路营业线施工对保障铁路行车设备稳定可靠和运输安全、不断更新铁路设备设施和提高线路质量、保证新线路建设开通并进一步增加铁路运能等至关重要。但铁路营业线施工对运输效率产生影响,制约铁路运能的充分释放,在分析当前铁路营业线施工现状及存在问题基础上,研究营业线施工对运输的影响因素,从施工队伍建设及培训管理、优化施工计划及施工方案、控制施工延点及施工辅时等施工管理方面,以及加强施工与运输一体化优化统筹、优化日班计划编制、加强施工前后和施工过程中线路过车组织、用好平行线路通过能力、制定施工应急预案、提高技术站作业效率等运输组织方面,提出营业线施工条件下进一步提高运输效率的对策。The construction of railway business lines is very important to ensure the stability and reliability of railway operation equipment and transportation safety,constantly update railway equipment and facilities,improve line quality,guarantee the construction and opening of new lines,and further increase railway transportation capacity.However,the construction of railway business lines greatly affects transportation efficiency,which seriously restricts the full release of railway transportation capacity.Based on the current construction of railway business lines,this paper analyzed the influencing factors of business line construction on transportation and put forward methods to further enhance transportation efficiency from construction management and transportation organization.To be specific,construction management such as construction and training management of construction teams construction and training management,optimization of construction plans and construction plans,and control of construction delays and construction auxiliary time were proposed to improve construction management,and,while integrated integration of construction and transportation,optimization and coordination,optimizationed of daily shift planning,and and strengthening of enhanced vehicle passing organization lines before and,after and during construction were suggested for better transportation organization and during construction.In terms of transportation organization,countermeasures such as vehicle passing organization,making good use of parallel line passing capacity,formulating construction emergency plans,and improving the efficiency of technical stations,were also proposed introduced to further improve transportation for efficient organization efficiency under the conditions of business line construction.
