摘　　要：铁路专用线总包项目是为了满足客户一体化服务需求,在传统物流总包项目的基础上进行系统化集成延伸的项目。阐述铁路专用线总包项目核心特征,梳理铁路专用线总包项目在业务开展中的实际运作模式,以专用线总包项目全过程为主线,从项目识别开发、资源投入整合及服务开展等各阶段进行过程解析。从流程质量管控和规则质量管控2方面,提出铁路专用线项目质量管控要点,以四川石化专用线为例,介绍专用线总包项目全过程质量管控实践经验,作为其他具有类似特征的铁路物流总包项目的参考和借鉴,有利于提升铁路专用线总包项目效益,降低成本,提高客户满意度。Engineering-procurement-construction(EPC)projects of dedicated railway lines represent systematic integration and extension based on traditional logistics EPC projects to meet the integrated service needs of customers.This paper expounded the core characteristics in EPC projects of dedicated railway lines and their practical operation modes during business development.With the whole process of an EPC project of dedicated railway lines as the main line,the process was analyzed from the stages of project identification and exploitation,resource input and integration,as well as service and operation.Concerning quality control over processes and rules,this paper put forward the key points for quality control of projects with dedicated railway lines.Finally,with Sichuan Petrochemical Dedicated Railway Line as an example,the practical experience of quality control in the whole process of the EPC project of dedicated railway lines was introduced.It can be taken as a reference for other railway logistics EPC projects with similar characteristics and is helpful to improve the benefit of EPC projects of dedicated railway lines,reduce cost,and improve customer satisfaction.
