摘 要:多起船舶海损、搁浅事故的海事调查显示,事故的发生是由机舱风油切断与固定式气体灭火系统释放预报警或释放联锁在航行中意外自动启动,进而导致主副机停车引起。通过分析3起此类事故案例发生过程并列举国际公约、国内法规和船级社规范等相关要求,结合海事监管经验,提出取消风油切断联锁自动的建议和替代措施,同时进一步修订《国际消防安全系统规则》(FSS规则),以达到禁止风油切断联锁自动的强制要求。The marine investigation into many ship losses and grounding accidents has indicated that the accidents were caused by the stop of main and auxiliary engines as a result of the unexpected spontaneous start of the pre-warning and interlock for the release of the wind-oil cut and fixed fire-extinguishing system in ship’s machinery spaces. Based on the study of the process of three such cases and a review of relevant provisions of international conventions, domestic legislation and classification society regulations, the paper, in view of the experience in maritime administration, puts forward the cancel ation of the spontaneous start of the wind-oil cut interlock as well as substitute arrangements and proposes further amendments to the FSS Code to make the cancellation of the spontaneous start compulsory.
