依附性嵌入、内生性发展与中国社会组织话语权建设——基于H省政府购买社工服务的案例研究

摘　　要：政府购买服务的体量逐步增大,社会组织在公共事务治理中的作用也逐步显现,社会组织话语权构建成为新时代研究主题。基于此,对H省政府购买Y社工组织服务案例的研究深入分析了中国社会组织话语权的生成和发展逻辑。通过研究发现,在我国复杂的管理体系下,社会组织话语建构经历了由依附性嵌入到内生性发展的过程。发展初期,政策保障不足、社会组织合法性建构缺失等因素导致组织获得合法性认可存在障碍,资源“造血”能力不足造成了对政府的强烈依附。但随着社会组织的不断成长,专业能力逐步提升,资源“造血”能力逐步增强。这些内生性发展策略,使社会组织提升了话语权利,增强了话语力量,扩展了话语渠道,社会组织话语权逐步建设起来。With the construction of the new state governance pattern,social organization as a new social subject is highly concerned,its role in the handling of social affairs gradually appears and then brings its corresponding voice in social development.Because of the influence of our traditional political thought and domestic environment,the social organization in the primary development stage of our country can not have independent discourse status and equal right to speak like the western social organization.Because whether and to what extent social organizations have the right to speak plays an important role in the development and stability of our society,the development of social organizations’right to speak has become the research goal of this paper.Taking the social work organization service purchased Y the H provincial government as a case,this paper analyzes the development of the discourse right of Chinese social organizations from the process of social organization from embedded to endogenous growth.Through the case study,it is found that the social organization has experienced the process from attachment to endogenous development under the complex government management system model of our country.In the early stage of development,due to the lack of policy guarantee,the government has the power of policy interpretation,the lack of legitimacy construction,The expansion of organizational network resources constantly develops itself,thus enhancing discourse rights,enhancing discourse power and expanding discourse channels.
