中国科技创新智库发展现状研究——基于政府战略管理“三角模型”视角

摘　　要：[目的/意义]科技创新智库是中国特色新型智库的重要组成部分,了解中国科技创新智库发展现状有助于提高中国特色新型智库建设质量。[方法/过程]本文选取了3家科技创新智库作为分析案例,基于政府战略管理“三角模型”,构建了分析中国科技创新智库的理论模型。通过对3家中国科技创新智库的使命定位、治理结构和运行机制进行梳理比较,分析研究中国科技创新智库的发展现状。[结果/结论]研究结果发现,中国科技创新智库还存在着专业化特色不明显、人才队伍结构有待进一步优化等问题。中国科技创新智库应充分发挥自身特色优势,通过“旋转门”机制加强人才队伍建设、重视研究方法等推动自身建设发展。[Purpose/significance]Science and technology innovation think tanks are an important component of new type think tanks with Chinese characteristics,understanding theirs development status is helpful to improve the quality of the construction of new type think tanks with Chinese characteristics.[Method/process]This paper selects three science and technology innovation think tanks as analysis cases.Based on the“triangle model”of government strategic management,this paper constructs a theoretical model for analyzing China’s science and technology innovation think tanks.Through combing and comparing the mission positioning,governance structure,and operating mechanism of the three China’s science and technology innovation think tanks,analyze and study the development of China’s science and technology innovation think tanks.[Result/conclusion]The study shows that China's science and technology innovation think tanks still have problems such as the specialization characteristics are not obvious,the structure of the talent team needs to be further optimized.China's science and technology innovation think tanks should give full play to their own unique advantages,strengthen the construction of the talent team through the"revolving door"mechanism,and focus on research methods to promote their own construction and development.
