摘　　要：在实现“两个一百年”奋斗目标的历史交汇期,构建“双循环”新发展格局是确保我国经济可持续发展的重要战略部署:保障产业链安全稳定是新发展格局的坚实基础;以全球产业链重构为契机,实现产业链优化升级,提高产业链供应链自主可控能力,构建自主发展型产业体系是新发展格局的必然要求。我国产业链供应链协同升级面临诸多制约因素,优化整合产业链集群、提高产业基础与自主创新能力,推进产业链“链长制”,培育本土“链主”企业向价值链中高端攀升,是在全球产业链供应链重构中优化产业链升级的主要路径选择。In the historical confluence of achieving the“two centenary”goals,building a new development pattern of“dual circulation”is an important strategic deployment to ensure the sustainable development of China s economy.Ensuring the safety and stability of the industrial chain is the solid foundation of the new development pattern;It is the inevitable requirement of the new development pattern to take the restructuring of the global industrial chain as an opportunity to optimize and upgrade domestic industrial chain,improve the independent controllability of the industrial chain and the supply chain,and build an independent developmental industrial system.The integrated upgrading of China's industrial chain and supply chain faces many constraints,so the main path to optimise China's industrial chain upgrading in the global restructuring of the industrial chain and the supply chain aims at optimising and integrating industrial chain clusters,improving the industrial basis and independent innovation capacity,promoting the“chain manager system”of industrial chain,and cultivating local“chain owner”enterprises to rise to the middle and high end of the value chain.
