市县农业科研推广机构科技创新服务能力提升策略研究--基于粤西地区的实地调查

摘　　要：市县农业科研推广机构立足优势作物区划和技术产品特色,在国家和省级农业科技体系中发挥着独特的作用。文章分析了目前粤西地区公益性农业科研推广机构存在的主要问题,如自身发展能力不足、集成创新能力不足、服务支撑能力不足等,并从明晰发展定位、明确公益性职能、强化市县农业科研资源整合、建立协同创新与联动发展机制、建立健全外部评价和内部考核制度等方面提出了提升市县农业科研推广机构科技创新服务能力的对策建议,以提升市县农业科研推广机构运行效率和科技服务能力,构建科学合理、充满活力、适应乡村振兴和农业农村现代化建设需求的基层公益性农业科研推广体系。Based on the division of dominant crops and the characteristics of technical products,city and county agricultural research and extension institutions play a unique role in the national and provincial agricultural science and technology system.At present,problems in the public welfare agricultural research and extension institutions in western Guangdong were analyzed in the paper,such as insufficient capacity for their own development,insufficient capacity for integration and innovation,and insufficient capacity for service and support,etc.To improve the innovative service capacity of city and county agricultural research and extension institutions,it is necessary to improve the operational efficiency and the ability of scientific and technological service from such aspects as clarifying the orientation of development,strengthening the function of public welfare,increasing the strength of stable support,strengthening the integration of agricultural research resources in cities and counties,establishing the mechanism of coordinated innovation and linkage development,and perfecting the mechanism of examination and incentive,a scientific,rational,dynamic,grass-roots public welfare agricultural research and extension system to meet the needs of rural revitalization and modernization of agricultural and rural areas should be established.
