长江经济带水资源开发安全度评价

摘　　要：对长江经济带水资源开发安全度进行评价,可为长江经济带沿线地区社会经济与生态环境协调发展提供科学依据.以均衡度和失衡度两个层面来反映水资源开发安全度,对长江经济带11个省(市)水资源开发利用与供给能力之间强弱程度和协调程度进行评价.研究表明:上海、江苏、浙江、湖北等经济发展水平高、人口密度大的省(市)水资源开发利用度较高,长江上游的云贵川地区水资源供给能力较强;水资源过度开发的省(市)多集中在长江中下游地区,仅江西、云南和贵州三省水资源处于开发不足和严重开发不足的状态;长江中上游省(市)在水资源开发利用与供给能力之间实现了中度均衡和高度均衡,开发利用安全度较高,仅上海市和江苏省由于严重过度开发或过度开发导致出现严重不均衡或不均衡的状态.长江经济带水资源开发处在中度均衡状态,水资源开发均衡度由高到低依次为四川、浙江、江西、湖南、贵州、安徽、云南、湖北、重庆、上海和江苏.The evaluation of the security degree of water resources development in the Yangtze River Economic Belt can provide a scientific basis for the coordinated development of social economy and ecological environment in the regions along the Yangtze River Economic Belt.The evaluation is made from the two aspects(the balance degree and imbalance degree)to look at the security degree of water resources development,and the degree of coordination between water resources development and utilization and supply capacity in the 11 provinces(municipalities)of the Yangtze River Economic Belt.The results show that the provinces(cities)with high economic development level and high population density,such as Shanghai,Jiangsu,Zhejiang and Hubei,have a high degree of water resources development and utilization,and the Yunnan-Guizhou-Sichuan region in the upper reaches of the Yangtze River has a high water resources supply capacity;The provinces(cities)with severe over-exploitation and over-exploitation of water resources are mainly concentrated in the middle and lower reaches of the Yangtze River,only Jiangxi,Yunnan and Guizhou provinces are under developed or seriously underdeveloped in terms of water resources.The provinces(cities)in the middle and upper reaches of the Yangtze River have achieved a moderate balance and a high balance between the development and utilization of water resources and the supply capacity,and the development and utilization security degree is high.Only Shanghai and Jiangsu Province have a serious imbalance or imbalance due to serious over-development or over-development.The conclusion is that the water resources development in the Yangtze River Economic Belt is in a medium equilibrium state,and the water resources development equilibrium degree in descending order is Sichuan,Zhejiang,Jiangxi,Hunan,Guizhou,Anhui,Yunnan,Hubei,Chongqing,Shanghai and Jiangsu.
