摘　　要：加强在建水利工程应急管理能力建设,既是贯彻落实上级指示精神,更是出于对施工现场安全生产管理的需要。以应急管理能力建设为目的,以生产安全事故应急预案管理为抓手,落实风险分级管理和隐患排查治理双重预防机制,实现对所存在风险的预判、监测、控制,进而促进和提升在建水利工程安全生产管理水平。Enhancing the capacities of emergency management for water conservancy projects in progress is not only to carry out the spirit of instructions from the higher authorities,but also to meet the practical needs of safe production Management on the construction site. Aiming at the construction of emergency management capacity and the management of emergency plan for production safety accidents,the double prevention mechanism of risk classification management and hidden danger investigation and treatment is implemented. The ultimate goal is to realize the prediction,monitoring,and control of existing risks,so as to promote and improve the safety production management level of water conservancy projects in progress.
