摘  要:以蟒沁河流域为例开展流域水污染物排放标准实施情况评估,通过收集标准实施以来2012~2017年流域断面数据、污水处理技术工艺及成本、产业结构、环境管理措施等资料及数据,研究分析了流域排污特征以及标准的执行情况、实施效果、保障情况等。结果表明,标准实施后大幅促进了流域污染物减排,改善了流域水环境质量,但由于污染源结构的变化以及水环境管理需要,结合流域所在黄河流域生态保护与高质量发展要求,建议开展标准修订工作。The Mangqin River Basin was selected as an example to carry out the assessment of the implementation of the water pollutants discharge standard in watersheds.Based on the section data of the river basin,the technology and cost for the manucipal wastewater treatment,the industrial structure,environmental management measures and other information from 2012 to 2017 after the implementation of the standard,this paper studied and analyzed the pollution discharge characteristics,the implementation effect of the standard,the guarantee situation and so on.The results showed that the implementation of the standard greatly promoted the reduction of pollutants discharge and improved the water environment quality of the river basin.However,considering the changes of the structure of pollution sources and the requirements of the water environment management as well as the ecological protection and the high-quality development of the Yellow River basin,it was suggested to carry out the revision of the standard.
