摘　　要：在国家政策和社会各界的支持下,易地扶贫搬迁是在有限时间与物力条件下完成了部分农村贫困人口的“空间迁移”,使这部分人口得以在新环境中开启以“人的发展”为目标的发展路向。这里的新环境指两种情形:农村安置区与城镇安置区。对于前者,目前已有明确的政策关照,即推进实施乡村振兴战略;对于后者,国家相关政策相对较少,且现实问题更为突出、新的政策关照更为必要。实践表明,“空间迁移”给搬迁移民和迁入城镇带来了诸多根本性变化,机遇和挑战并存。针对新变化与新挑战,亟须在优化城镇空间结构、促进产业发展、科学配置城乡资源、优化市场环境与公共教育资源供给等方面开展更多的政策创新,以推动构筑搬迁移民与迁入城镇在空间、发展、动力、社会及文化等领域深度融合的长效发展机制,实现一体化发展。With the support of national policies and all sectors of society,the relocation of poverty alleviation from inhospita-ble areas has completed the“spatial migration”of part of the rural poor population under the limited time and material resources,and made this part of the population start the development direction with the goal of“human development”in the new environment.The new environment refers to two kinds of situations:rural resettlement area and urban reset-tlement area.For the former,there have been clear policy attention,that is,to promote the implementation of rural re-vitalization strategy;however,at present,the national policies for the latter are relatively few,and the practical prob-lems are more prominent,so new policy attention is more necessary.The practice shows that“spatial migration”has brought many fundamental changes to the migrants who move to cities and towns,but both opportunities and challenges coexist.For new changes and new challenges,we need a lot of policy innovation in optimizing the urban space struc-ture,promoting the industry development,allocating scientifically urban and rural resources,optimizing the environ-ment of market and supplying public education resource,in order to promote the construction of a long-term develop-ment mechanism of deep integration of the immigrants and the towns to which they moved in the areas of space,devel-opment,power,social and cultural integration,so as to achieve integrated development.
