摘　　要：招标文件的内容应全面、准确、严谨,评标要素设置要科学合理。在讨论了招标文件中数值修约、类似业绩设置、政府采购中对小微企业折扣优惠、投标最高限价、异常低价判定和招标文件不符合规范等几个需进一步细化的问题后,提出了相应的改进措施。The contents of bidding documents should be comprehensive,accurate and rigorous,and the setting of bid evaluation elements should be scientific and reasonable.After discussing several problems that need to be further refined,such as numerical rounding off in the bidding document,similar performance setting,discount for small and micro enterprises in government procurement,bidding ceiling price,determination of abnormal low price and non-compliance of the bidding document,the corresponding improvement measures are put forward.
