信访档案整理工作存在的问题及解决对策

摘　　要：信访档案整理工作若固守原有的模式与方式,将难以适应“互联网+”时代下的工作要求,也无法充分挖掘信访档案资源来实现以上助力作用。因此,当前探讨信访档案整理工作所存在问题就显得十分必要。以国企混改为背景的信访档案整理工作所存在的问题有:在信访事由整理中问题域的逻辑关联性缺乏、在信访意见和建议整理中一一对应关系缺失、在信访事由的分类整理中有效识别标准缺位。问题导向的对策可构建如下方面内容:组建专项信访案整理工作团队、以档案信息化管理促进事由分类、增加信访背景描述具化问题意识、信访业务科室协助引入核查机制、建立信访跟踪反馈完备档案整理。If we keep the original mode and method of archival filing,it will be difficult to adapt to the work requirements under the"Internet+"era,and we can not fully tap the file resources of petition to achieve the above assistance role.Therefore,it is very necessary to explore the problems existing in the filing of letters and visits.The problems existing in the petition file arrangement work under the background of the mixed reform of state-owned enterprises are the lack of logical relevance of the problem domain in the petition cause arrangement,the lack of one-to-one correspondence in the petition opinions and suggestions arrangement,and the absence of effective identification standard in the petition cause classification arrangement.The countermeasures of problem orientation can be constructed as follows:set up a special petition file sorting team,promote the cause classification by file information management,increase the problem awareness of petition background description,help the petition business department to introduce the verification mechanism,establish the petition tracking feedback and complete the file sorting.
