大数据时代社会风险治理的思维范式转换及其路径创新

摘　　要：十九届四中全会明确提出,要实现国家治理体系和治理能力现代化。随着社会进入5.0时代,各种社会风险也随之增加并出现新的特点,带来的威胁也更大,使社会风险治理面临前所未有的挑战。大数据作为一种新兴技术革命的产物,其丰富的治理资源及全新的治理理念,是传统治理机制无法比拟的,为促进新时代国家治理体系现代化目标的实现提供了技术支撑。推进大数据时代社会风险治理创新,应树立大数据思维,转换风险治理的思维范式;加强顶层设计,做好社会风险治理的统筹规划;加强资源整合,实现风险多元协同治理。The fourth plenary session of the 19th Central Committee clearly stated that the national governance system and governance capabilities must be modernized.As the society enters the 5.0 era,various social risks have also increased and new characteristics have emerged,and the threats they pose are also greater,confronting social risk governance with unprecedented challenges.As a product of an emerging technological revolution,big data has a wealth of governance resources and brand-new governance concepts that are unmatched by traditional governance mechanisms.It provides technical support for the realization of the modernization of the national governance system in the new era.To promote the innovation of social risk governance in the era of big data,we should establish big data thinking and transform the thinking paradigm of risk governance,strengthen top-level design and make overall planning for social risk governance,and strengthen resource integration to achieve pluralistic collaborative risk management.
