湖南省“十四五”生态环境保护规划指标体系研究

摘　　要：指标体系是生态环境保护规划的重要组成部分,能够反映生态文明建设和环境保护的趋向。通过回顾分析国家及湖南省“十三五”环保规划指标,筛选出现有指标;结合国家、外省和本省已有相关规划以及生态环境部新增职能,提出新增指标;根据指标选取原则,构建“十四五”指标体系,包括环境质量改善、主要污染物减排、应对气候变化、生态保护、环境风险防范、环境管理能力等6大类35项指标,其中含15项约束性指标和20项预期性指标,以期为湖南省“十四五”生态环境保护规划指标体系的最终确定提供参考。Index system is an important part of ecological environmental protection planning.It can reflect the trends of ecological civilization construction and environmental protection.According to the principle of index selection,this paper built the index system of“14th Five-Year Plan”for ecological environmental protection planning.The index system was based on the selection of existing and new indicators.The existing indicators were select from the index system of the“13th Five-Year Plan”environmental protection planning.The new indicators were select from the existing relevant plans and the new functions of the Ministry of Ecology and Environment.The index system of“14th Five-Year Plan”included the environmental quality improvement,emission reduction of major pollutants,climate change,ecological protection,environmental risk prevention and environmental management capabilities.There are total of 6 categories and 35 indicators,including 15 binding indicators and 20 expected indicators.This paper provided reference for the final determination of the index system of“14th Five-Year Plan”for Hunan ecological environmental protection planning.
