摘 要:水上警察因水域问题、执法环境及对民警要求的特殊性,在履行巡逻、值班备勤、守望、乘警勤务、接处警等勤务时颇具特色。但是缺乏针对性的法律指导、水域的多头管理、装备配备没有统一标准、公安机关内部职权划分不清及民警自身素质不高等因素,影响了水上警察勤务开展的效率及质量。因此,应通过加快推进水警相关制度建设、建立联勤联动机制和数据共享机制、创新勤务模式、制定水上警察装备配备标准、组建专业培训体系打造实战队伍等途径,优化警力配置,节约执法成本,提升水上警察勤务效率。Due to the special requirements for the police officers in different water circumstances and law enforcement environment,the services of the water police like patrol,duty preparation,observation and response to the case report are quite distinctive.Yet the efficiency and effectiveness of the police service are affected by various factors,including the less targeted legal guidance,confusing management by multiple administration,inconsistent standards of the equipment and devices,unclear functions and powers of the police agency,the poor quality of the personnel.Therefore,it is necessary to develop water police systems,establish joint service and data sharing mechanism,innovate the service mode,draw up standards for the equipment,set up a professional training system and build a real combat force to optimize the police allocation,save law enforcement costs and improve service efficiency.
