马克思制度创新思想视域下的重大疫情预警“吹哨人”体制机制建设 ——基于《莱茵报》时期政论性文本的考察

摘　　要：重大疫情预警“吹哨人”体制机制建设对提升疫情监测预警能力,完善常态化疫情防控体制机制与公共卫生体制机制意义重大。《莱茵报》时期马克思经典文本中蕴含着丰富的制度创新思想,主要包括:制度创新以维护人民利益为最终旨归;制度创新以遵循客观真理为根本原则;制度创新以包容不当意见为关键理念;制度创新以人们建议平等为重要基础。《莱茵报》时期马克思制度创新思想的四重面向对重大疫情预警“吹哨人”体制机制双重维度建设具有重要的理论指导作用。以《莱茵报》时期马克思经典文本为基础,放眼马克思全部经典文本,深入挖掘马克思制度创新思想,必将有助于进一步推动中国特色社会主义制度的坚持与完善,从而助力中国国家治理体系与治理能力现代化建设,助力社会主义现代化强国建设,助力伟大复兴“中国梦”的实现。In the post epidemic era,the construction of“whistler”system and mechanism is of great significance to improve the ability of epidemic monitoring and early warning,and to improve the system and mechanism of normalized epidemic prevention and control and public health.In the period of Rhine newspaper,Marx s classic text contains rich ideas of institutional innovation,including:the ultimate goal of institutional innovation is to safeguard the interests of the people;the fundamental principle of institutional innovation is to follow the objective truth;the key concept of institutional innovation is to contain improper opinions;and the important basis of institutional innovation is people s proposal of equality.The four aspects of Marx s system innovation thoughts during the Rhine newspaper have an important theoretical guiding role in the construction of double dimensions of“whistler”system and mechanism of major epidemic early warning.Based on the period of“Rhine”,looking at all the classic texts of Marx and digging deeply into Marx s thought of system innovation,it will help to further promote the adherence and improvement of the socialist system with Chinese characteristics,so as to contribute to the modernization of China s national governance system and governance capacity,the construction of a socialist modern power,and the realization of the“Chinese dream”of great rejuvenation.
