摘　　要：随着我国煤炭资源的不断开采以及产业的转型,煤炭资源储量及投资呈下降趋势。矿业投资环境竞争力决定着矿业投资的规模和流向,开展我国区域煤炭投资环境分析研究,有助于促进煤炭资源与经济的可持续发展。通过分析国内外矿业投资评价方法,选取煤炭资源量、煤炭产值率、煤炭火力发电量、全国矿业权设置及煤炭运输力等7个评价因子建立我国煤炭投资潜力评价体系。基于GIS技术和大数据分析技术,采用定量与定性相结合的方法对我国各地区的煤炭投资环境潜力进行综合评价。结果表明:我国煤炭投资环境最好的区域位于陕西与内蒙古交界鄂尔多斯盆地,具有丰富的煤炭资源,适合煤炭投资;新疆地区虽然煤炭资源丰富,但受交通运输力、基础设施等诸多因素影响,其投资环境略差于鄂尔多斯盆地;而煤炭资源大省山东和河南由于数十年的煤炭开采,煤炭资源逐渐枯竭,投资环境略差。总体来看,投资环境受多方面的影响,但资源禀赋是投资环境的决定因素,国家政策是关键因素。With the coal resources constant exploitation and industrial transformation in China,reserves of coal resource and investments have presented downtrends.Competitive power of mining industrial investment environment is deciding mining industrial investment scope and courses.To carry out regional coal investment environment analytical study in China,can contribute to promote coal resources and economic sustainable development.The study has comprehensively analyzed domestic and abroad mining industrial investment assessment methods,selected coal resources,coal output value rate,coal thermal power capacity,national mining right set up and coal transportation capacity etc seven assessment factors established Chinese coal investment potential assessment system.Based on GIS technology and big data analytical technology,through quantitative and qualitative combination method has probed into Chinese regional coal investment environment potential comprehensive assessment and analysis.The result has shown that the best region of coal investment environment in China is the Ordos Basin situated in the juncture area of Shaanxi and Inner Mongolia.It has abundant coal resources,propitious to coal investment.The Xinjiang area although has abundant coal resources,but limited by transportation capacity,infrastructures,thus investment environment comparatively inferior to Ordos Basin.While coal resources giant provinces Shandong and Henan due to exploitation in decades,coal resources gradually exhausted,thus investment environment is inferior slightly.On the whole,although investment environment has impacted by multiple aspects,but the resource natural endowment is the determinant,national policy the key.
