摘 要:上海大都市圈是我国综合实力最强的区域之一,人口和经济高度集聚,一旦发生洪涝灾害损失巨大。经过多年建设,该区域基本形成了相对完整的防洪除涝工程体系,有力支撑了上海大都市圈经济社会发展。但面对突发灾害性气候频发、海平面上升、地面沉降等变化趋势,现有工程体系与上海大都市圈规划发展定位还有较大差距。基于各城市水脉相依、血脉相连的现状和历史渊源,提出了“蓄、排、挡、拦、联”等洪涝灾害共防策略,为上海大都市圈防洪除涝规划、建设和管理提供借鉴。The Shanghai metropolitan area is one of the regions with the strongest comprehensive strength in China.The population and economy are highly concentrated.Once the flood disaster occurs,the loss is huge.After years of construction,a relatively complete flood and waterlogging control engineering system has been basically formed,which strongly supports the economic and social development of the Shanghai metropolitan area.However,in the face of sudden and disastrous climate,sea level rise,land subsidence and other trends,there is still a big gap between the existing engineering system and the planning of the Shanghai metropolitan area.Based on the current situation and historical origin of the interdependence and connection of water veins in the cities of metropolitan area,the paper puts forward the common protection strategies of flood and waterlogging,such as“storage,drainage,blocking,intercepting and combining”,which can provide reference for the planning,construction and management of flood and waterlogging control in the Shanghai metropolitan area.
