摘  要:为使光伏电站高性能地参与电力系统一次调频,针对建立含光伏电站的电力系统频率响应模型的必要性进行了研究分析,提出了一种深度挖掘光伏电站一次调频能力的技术方案,并首次将该技术方案应用于内蒙古电网某光伏电站。该技术方案通过综合考虑光伏电站一次调频能力实现的各个环节,在协调光伏电站自动发电控制(AGC)功能的同时,可最大限度提升光伏电站一次调频性能的各项指标。经现场实测结果表明,采用该技术方案的光伏电站的多项一次调频性能指标均达到了全国领先水平,成为全国首个接入220 kV电力系统的实现百毫秒(ms)级一次调频的大中型规模新能源电站,验证了该技术方案的可行性和有效性。In order to enable PV power station to participate in the primary frequency modulation of the power system with high performance,the necessity of establishing a frequency response model of the power system is studied and analyzed.This paper proposes a technical scheme to deeply excavate the primary frequency modulation capability of PV power station,and it is applied to a PV power station which is connected to Inner Mongolia power grid for the first time.This technical scheme comprehensively considers all aspects of the primary frequency modulation capability of the PV power station,and while coordinating the automatic power generation control(AGC)function of the power station,it can maximize the various indicators of the primary frequency modulation performance of the PV power station.Field test results show that the multiple performance indicators of the primary frequency modulation of the PV power station using this technical scheme have reached the national leading level,becoming the first large and medium-scale new energy power station in the country that is connected to a 220 kV power system to achieve hundred milliseconds primary frequency modulation.The power station verifies the feasibility and effectiveness of the technical scheme.
