摘　　要：被称为川南地区“都江堰”、国务院“十三五”期间规划的172项重大水利工程——向家坝灌区北总干渠一期一步工程,是向家坝水电站工程综合开发利用的配套工程。如何正确处理国家、地方政府、个人、集体、业主、施工单位之间的关系是特大型水利工程征地移民安置工作的关键,应客观公正、实事求是、深入细致地进行调查研究,合理布局规划、满足灌区工程开发用地需求,确保征地移民安置、后续施工稳步推进。结合向家坝灌区北总干渠一期一步工程建设征地移民实际情况分析了征地移民工作存在的问题和面临的挑战,提出了向家坝灌区征地移民工作的创新管理方式方法。As known as the Dujiangyan Project in Southern Sichuan and 172 major water conservancy projects planned during the 13th Five-Year Plan of the State Council,North Main Channel Project in Xiangjiaba Irrigation Area is a supporting project for comprehensive development and utilization of Xiangjiaba Hydropower Station Project.How to correctly handle the relationship between state,local government,individual,collective,owner and construction company is the key to land acquisition and resettlement for large-scale water conservancy projects.The investigation and research should be carried out objectively,fairly,realistically and thoroughly,and at the same time,the layout and planning should be reasonable to meet the needs of land for engineering development in irrigation areas,so as to ensure that land acquisition,resettlement and subsequent construction can be steadily promoted.Based on the actual situation of North Main Channel Project in Xiangjiaba Irrigation Area,this paper analyzed the existing problems and challenges of land acquisition and resettlement work,and proposed innovative management methods for land acquisition and resettlement work in Xiangjiaba Irrigation Area.
