摘　　要：自然资源分类是自然资源管理的基础,是开展自然资源调查监测评价的前提,也是做好空间规划及用途管制、自然资源确权登记的关键环节。通过梳理中国自然资源分类发展历程和现状,从分类衔接性、空间交叉重叠、分类详细程度等方面分析现有分类存在的主要问题和矛盾,进而结合自然资源统一管理的需求,在借鉴相关研究的基础上初步提出自然资源两级分类的框架,即在垂直空间上分为地上空间层、地表覆盖层、地表基质层和地下资源层,进而将自然资源分为气候资源、(地上)空域资源、土地资源、水资源、(陆地)生物资源、海洋资源、地表基质、矿产资源、地下空间资源9个一级类,分为耕地资源、林地资源等32个二级类。以期为相关研究提供参考。The classification of natural resources is the basis of natural resources management,the premise of carrying out natural resources investigation,monitoring and evaluation,and the key link of spatial planning and use control and natural resources registration.By combing the development process and current situation of natural resources classification in China,this paper analyzes the main problems and contradictions existing in the current classification from the aspects of classification convergence,spatial overlapping and classification detail,and then puts forward the framework of secondary classification of natural resources on the basis of referring to relevant research,and then combines the needs of unified management of natural resources.The framework of secondary classification of natural resources is proposed,which is divided into aboveground space layer,surface overburden layer,surface matrix layer and underground resource layer in vertical space.Then the natural resources are divided into climate resources,(above ground)airspace resources,land resources,water resources,(land)biological resources,marine resources,surface matrix,mineral resources,underground space resources 9 first class,divided into cultivated land resources,forest land resources 32 second class in order to provide reference for related research.
