陕西省社会保障水平的经济适度性分析

摘　　要：社会保障在国家经济生活中发挥着重要作用,但是社会保障水平并不是越高越好,而是需要保持在一个适度的范围。依据适度社会保障水平测定模型和推拉效应理论分析,发现陕西省的社会保障支出增长速度大于经济发展速度,社会保障支出与地区经济增长不相适应。因此,可以通过推动陕西经济高质量发展进而更好发挥经济发展对社会保障支出的“拉动效应”,通过优化社会保障资金支出结构,加强社会保险基金保值增值和拓宽社会保障资金筹资渠道,更好地提高社会保障支出对于经济增长的“推动效应”,促进陕西省社会保障水平良性发展。Social security plays a vital role in the economy of a country,however,a higher social security does not always mean a greater choice.It needs to be maintained in an appropriate range.According to the analytical model of appropriate social security level and the analysis of the push-pull effect economy,it has been discovered the increment on the cost of social security is greater than the increment of economic development in Shaanxi Province,and the social security expenditure does not adapt to the regional economic growth.Hence,the improvement of economic development in Shaanxi Province will have a“pull effect”on the cost of social security level.This can be achieved by optimizing the structure in social security funds,improving social security funds gain and broadening the financing channels.These will allow a further improved social security that will apply a“push effect”to economic development and promote the sound development of social security in Shaanxi Province.
