摘  要:美国大学人事管理协会和全国学生人事管理者协会2016年新修订的《学生事务工作者专业胜任力量表》,其主体内容来源于2015年的新修订的《学生事务工作者专业胜任力范畴》,是对其的进一步细化和优化。同时《学生事务工作者专业胜任力量表》又充分吸收借鉴了评价量规的形式,便于对胜任力范畴进行测量和评价,具有目标的应用性、内容的依托性、形式的借鉴性等特点,成为美国高校学生事务专业胜任力测量与评价的基本依据。我国的《高校辅导员职业能力标准(暂行)》及其配套文件建设,既要重视应用、面向实践,也要区分对象、完善细则,还要关注变化、定期更新。In 2016,the Association of College Personnel Administrators(ACPA)and the National Association of Student Personnel Administrators(NASPA)revised Professional Competency Areas for Student Affairs Practitioners:Rubrics for Professional Development,whose main content is derived from the newly revised Professional Competency Rubrics Categories for Student Affairs Practitioners in 2015.After further refinement and optimization,the newly revised ACPA/NASPA Professional Competency Rubrics fully absorbs and draws on the form of evaluation rubrics,which facilitates the measurement and evaluation of competence categories.It has the characteristics of target application,content reliance and form reference which has become the fundamental basis for the competence measurement and evaluation of student affairs practitioners in American colleges and universities.The construction of China’s Professional Competence Standards for College Counselors(Interim)and its supporting documents should not only attach importance to application and face to practice,but also distinguish objects,perfect detailed rules,pay attention to changes and update regularly.
