摘　　要：为了提升疾控网络安全防范能力,落实国家法律法规要求并梳理相关安全文献,在天津市疾病预防控制网络安全建设中应用一套态势感知系统,实现网络安全态势数据实时采集、加工分析、预警结果。通过实时掌握网络安全状况,仅2019年1月就有效解决各类网络攻击事件,总告警数量133个,威胁情报16个,受影响资产总数2个,有效解决疾病预防控制网络安全建设问题,疾病预防控制网络安全管理水平得到提升。通过应用态势感知系统技术,有效实现网络中异常事件的事前主动发现,改变了网络安全管理由网络攻击的事中、事后被动处理方式,降低网络安全风险,提高动态网络安全防护能力。In order to improve the ability of network security for disease prevention and control,implement the requirements of national laws and regulations and sort out the relevant safety documents,a situational awareness system is applied in the network security construction of disease prevention and control in Tianjin to realize real-time collection,processing and analysis of network security situation data and early warning results. By grasping the status of network security in real time,in January 2019,it effectively solved all kinds of network attack incidents,with a total of 133 alarms,10 threat intelligence and 2 affected assets,effectively solved the problem of network security construction for disease prevention and control,and improved the level of network security management for disease prevention and control. Through the application of situational awareness system technology,the active detection of abnormal events in the network in advance can be effectively realized,and the passive handling mode of network attack in and after the network security management can be changed,so as to reduce the network security risks and improve the dynamic network security protection ability.
