摘　　要：目的:分析基层中医药服务资源配置效率及影响因素,为中医药在基层卫生服务中的发展提供参考。方法:采用DEA对基层中医药资源配置效率进行分析评价,运用Tobit回归分析其效率的影响因素。结果:2019年H市基层中医药服务资源配置效率存在不均衡现象,中心城区的效率整体较高,远近郊区仍有一定差距:中医医师的中药饮片处方效率与基层中医药服务的综合效率、纯技术效率呈正相关,具有统计学意义结论:应当因地制宜,优化中医药卫生资源配置,加强基层中医药人才队伍建设,充分发挥各区中医药特色优势。Objective To analyze the efficiency and influencing factors of resource allocation of grassroots traditional Chinese medicine(TCM) services, and provide references for the development of TCM in primary health services. Methods DEA was used to analyze and evaluate the efficiency of grassroots TCM resource allocation. And Tobit regression method was used to analyze the factors to influence its efficiency. Results In 2019, there was an imbalance in the efficiency of grassroots TCM resource allocation in City H, in which the overall efficiency of the central urban area was relatively high, and there was still a certain gap in the suburbs. There has a significantly positive correlation between the prescription efficiency of Chinese medicine decoction pieces of traditional Chinese medicine physicians and the overall efficiency and pure technical efficiency of grassroots Chinese medicine services. Conclusion It is necessary to adjust measures to local conditions, optimize the allocation of Chinese medicine and health resources, strengthen the construction of grassroots Chinese medicine talents, and give full play to the characteristics of traditional Chinese medicine in various regions.
