摘 要:石羊河流域是国内存在严重供需矛盾的一个水资源地区。自从20世纪50年代后,在实际工程中,严重的生态环境问题已经被多次监测到,这主要是因为流域地下水被大量地开采和水资源被过度地开发。为落实最严格地下水资源管理制度的需要,2011年开始实施的《石羊河流域水资源调度管理信息系统工程》建设了地下水监测系统,对地下水资源进行监测,并对机井用水量实行实时监控,为实现流域水资源优化配置、统一调度、统一管理提供了重要的信息手段和技术支撑。更重要的是,水资源管理水平和用水效率也得到了一定的提高。Shiyang River basin is one of the regions where exist a very serious contradiction between supply and demand of water resources in China.And since 1950s,in practical engineering,some serious ecological and environmental problems have been detected in Shiyang River basin because the water resources and groundwater have been overexploited largely.In order to implement the strictest groundwater resource management system,the Shiyang River Basin Water Resources Scheduling and Management Information System Project,which was implemented in 2011,has established a groundwater monitoring system to monitor groundwater resources and implement real-time monitoring of the water consumption of the driven wells.It provides important information means and technical support for realizing the optimal allocation,unified scheduling and management of water resources in the basin,and further improves the level of water resources management and water use efficiency.
