摘　　要：完整准确全面贯彻新发展理念,是党中央应经济社会发展的要求对全党全国提出的重要政治任务。政府完整准确全面贯彻新发展理念,是在经济结构、产业布局、技术创新、市场发展、土地开发、城乡建设、资源利用等领域得以完整准确全面贯彻的关键;是在经济社会发展全过程和各领域形成创新发展、协调发展、绿色发展、开放发展、共享发展的系统集成和精准施策的行政保障。政府将完整准确全面贯彻新发展理念的精神实质嵌入政府设置和运行体系中,有助于建设好体现新发展理念系统性格局的整体政府、承载新发展理念治理性功能的善治政府、显映新发展理念人民性价值的公信政府。;Implementing the new development concepts fully,accurately and comprehensively is an important political task put forward by the Party Central Committee to the whole Party and the entire country in response to the requirements of economic and social development.The government is the key to ensuring the implementation in the fields of economic structure,industrial layout,technological innovation,market development,land development,urban and rural construction,and resource utilization,and is also an administrative guarantee for the systematic integration of innovative,coordinated,green,open and shared development and for the targeted implementation of policies in the whole process and every aspect of economic and social development.The government will embed the spiritual essence of the full,accurate and comprehensive implementation of the new development concepts into the government organizing and operation system,which will help to build a whole-of-government that reflects the character of the new development concept system,a good governance government that carries out the governance function of the new development concepts,and a trustworthy government that reflects the people-oriented value of the new development concepts.
