摘　　要：进口大宗资源性商品重量鉴定由逐批实施调整为依企业申请实施,必要时依职权实施。监管部门急需掌握进口大宗资源性商品短重风险情况,实现对高风险及重点敏感商品实施重量鉴定布控。以风险管理为基础,设置大宗资源性商品短重风险指标,开展短重风险分析,建立风险评估模型,探索风险信息监测机制,建立风险预警和布控方案。实现了通过对风险指标信息的搜集,开展短重风险的评估,根据评估结果,采取相应的风险预警和快速反应措施,为监管部门对进口大宗资源性商品采取基于风险管理的重量鉴定监管方式提供参考。Instead of following batch-by-batch approach, the weight inspection of imported bulk resource commodities is now conducted at the request of the trader, or by ex officio of officers, if necessary. It is urgent for the regulatory authority to grasp the situation of short weight risk of imported bulk resource commodities so as to effectively implement weight inspection and control of high risk and key sensitive commodities. On the basis of risk management, this paper selects the short weight risk index of bulk resource commodities, studies the risk assessment method, establishes the risk assessment model, explores the risk information monitoring mechanism, and establishes the risk early-warning and rapid response measures. Risk assessment on short weight can be conducted based on collected risk index information. According to the assessment results, the corresponding risk early warning and rapid response measures can be taken. It provides a reference for the regulatory authority to carry out the weight inspection supervision of the imported bulk resource commodities based on the risk management.
