新医改十年政策之变迁——基于2009-2019年国家医改政策文本的分析

摘　　要：本文基于2009-2019推动医改变迁的重要政策和“十二五”和“十三五”两个关键节点,以“环境-政策-主体(对象)”三维框架分析政策文本,将新医改10年的变迁划分为开端期(2009-2010)、系统改革期(2011-2015)、创新深化期(2016年至今),这三个阶段总体呈由“碎片化治理”转向“多部门协同”、“效率”转向“健康公平性”、“单项突破”转向“系统集成推进”的明显发展趋势。Based on the important policies that promote medical changes between 2009 and 2019,and the two key nodes of the"Twelfth Five-Year"and"Thirteenth Five-Year",this paper analyzes the policy text based on the three-dimensional framework of"environment-policy-subject(object)",divides the 10-year changes of the new health reform into the beginning period(2009-2010),systematic reform period(2011-2015),and innova⁃tion-deepening period(2016-).In general,the three periods presents a clear trend from"fragmented governance"to"multi-sector collaboration",from"efficiency"to"health equity",and from"single breakthrough"to"systematic integration advancement".
