摘　　要：公共建筑能耗和能效披露制度可以及时、准确地向社会公布建筑能耗和能效信息,有效提高业主的经营管理水平,促进节能改造的市场化。通过文献调研发现,我国现行能耗与能效公开制度建立中存在制度体系不完善、执行难度大等问题。以重庆市为例,通过问卷调研结合访谈调研的方法,对政府、协会、节能公司、物业等利益相关者进行了披露障碍与需求等调研,发现重庆市能耗与能效披露制度在政策、运行、技术、意识和市场方面存在障碍,提出了针对性的政策建议。The public building energy consumption and energy efficiency disclosure system can timely and accurately publish information on building energy consumption and energy efficiency to the society,effectively improve the owner’s management level,and promote the marketization of energy saving renovation.The literature research indicates that the current disclosure system of energy consumption and energy efficiency in China has problems such as imperfect system and difficult implementation.Taking Chongqing as an example,uses the questionnaire survey combined with the interview survey method to investigate the disclosure obstacles and needs of the government,associations,energy saving companies,property and other stakeholders.The survey finds that Chongqing’s energy consumption and energy efficiency disclosure system has obstacles in terms of policy,operation,technology,awareness and market.Puts forward the targeted policy recommendations.
