摘 要:[目的/意义]旨在精准测量政策不同环节与专利质量的关联性,以提高专利质量。[方法/过程]论文以灰色关联分析为研究方法,从政策全过程这一视角探讨了专利资助政策对中国省域专利质量的影响问题。[结果/结论]研究发现:政策问题界定等六要素与省域专利质量存在强相关性,其关联性从大到小排名情况为:政策监督>政策执行>政策问题界定>政策制定>政策环境>政策调整,其中政策监督的影响力度最大。最后,论文从优化政策监督体系、完善政策问题界定等角度提出了对策建议,以提高中国各省市专利质量。[Purpose/significance]This paper intends to accurately measure the correlation between different policy links and patent quality in order to improve patent quality.[Method/process]This paper takes grey correlation analysis as research method and discusses the effect of patent funding policy on provincial patent quality in China from the perspective of policy whole process.[Result/conclusion]It is found that the six indicators including policy issue definition have a strong correlation with provincial patent quality and the ranking of the correlation from large to small is:policy supervision>policy implementation>policy issue definition>policy formulation>policy environment>policy adjustment among them policy supervision has the greatest influence.Finally this paper proposes countermeasures and suggestions from the perspectives of optimizing policy supervision system and perfecting the definition of policy issue in order to improve patent quality in provinces and cities of China.
