摘　　要：本文第一次提供了一个分析理解党中央集中统一领导与金融系统改革运行关系的理论框架。中共中央总书记习近平在2017年7月15日的全国金融工作会议上强调,做好新形势下金融工作,要坚持党中央对金融工作集中统一领导,确保金融改革发展正确方向,确保国家金融安全,要落实全面从严治党要求,建好金融系统领导班子强化关键岗位、重要人员特别是一把手的监督。本文围绕全国金融工作会议的核心精神,从现代金融理论视角分析党委统一领导与金融系统改革的关系,为进一步统一思想、凝聚共识,明确党委领导金融系统改革的方向和重点提供参考。我们建立了一个金融创新的内生增长模型,深入分析了不同发展阶段我国金融业所面临的主要矛盾,并指出了当前金融供给侧结构性改革中坚持党委集中统一领导的思路和重点。Xi Jinping,general secretary of the CPC Central Committee,stressed at the national financial work conference in July 15,2017 that we should stick to the centralized and unified leadership of the CPC Central Committee on financial work and ensure the correct direction of financial reform and ensure national financial security,especially We should implement the requirements of comprehensively and strictly governing the party and build a leading group of the financial system.Focusing on the core spirit of the national financial work conference,this paper analyzes the relationship between the unified leadership of the Party committee and the reform of the financial system from the perspective of modern financial theory,so as to provide reference for further unifying ideas,gathering consensus,and clarifying the direction and focus of the Party committe leadership of the financial system reform.We have established an endogenous growth model of financial innovation,deeply analyzed the main contradictions faced by China financial industry at different stages of development,and pointed out the ideas and key points of adhering to the centralized and unified leadership of the Party committee in the current financial supply side structural reform.
