长江经济带环境规制的产业结构效应研究

摘　　要：运用随机效应模型,考虑经济发展水平、研发投入、对外开放水平等因素,检验2010—2017年长江经济带11省市环境规制对产业结构效应的影响。结果表明:环境规制、经济发展水平、研发投入对产业结构效应具有显著正向影响,而对外开放水平和专利受理量对产业结构效应没有显著影响。因此,长江经济带要强化企业社会责任,激励企业进行技术创新,增加污染治理投入;要加强全流域的统筹协调,推动全流域的产业结构升级,从而实现长江经济带的经济与环境协调发展。This paper tests the impact of environmental regulations on the industrial structure effect of 11 provinces and 11 municipalities in the Yangtze River Economic Zone from 2010 to 2017 with the random-effects model,considering the economic development level,R&D investment,opening-up level and other control variables.The results show that environmental regulations,economic development level,and R&D investment have a significant positive impact on the industrial structure effect,while the level of openness and patent acceptance has no significant impact on it.Therefore,the Yangtze River Economic Belt must strengthen corporate social responsibility,encourage enterprises to carry out technological innovation,and increase pollution control investment;must strengthen the overall coordination of the entire river basin,promote the upgrading of the industrial structure of the entire river basin,so as to achieve the coordinated development of economy and environment in the area.
